This cards like a Itachi [Genius in Genjutsu] except for it's 2 wind chakras except for 1 fire chakra.
I'm not quite sure which is better, but i'm leaning towards Itachi.
Itachi Benefeits:
-Less chakra cost
-Greater Combat
-Has "Jonin" rank
Gaara Benefeits:
-2 turns earlier
-Has "leaf" therefore its effect can be used against "Rescue of the 5'th Kazekage" promo mission card.
-No hand cost
-Even though it has genin, it can still use beast jutsus with the requirments, "Gaara"
