What it's ability means by enemy is, an enemy to the piece trying to target the noble (aka, anyone in your squad) so if you have a character with cloak in cover which makes him not a legal target, but still in the line of site then the noble can't be targeted. So put him in gambit and move all your stealth pieces into cover and make them come and get you. With patience it's a really good combo

The rules for this character make little to no sense. According the Special Abilities, this character is not a legal target, and does not count as the nearest enemy, if an enemy without Diplomat is in line of sight. These restrictions apply even to adjacent attackers.
