He's good if you have enough droids to give him some cover. 30 Damage is great, but even better when you utilize his Synchronized Fire ability. His Commander Effect, which grants careful shot to non-Unique Droid followers in six squares, can sometimes be his downfall, as most of General Grievous' Commander Effects only apply to followers. He's a nice piece, but you might find yourself leaving him out of most skirmishes.
