Ehhh... 90% or more of this card's usefulness falls under Artifact related decks; just use Voltaic Key. The only thing that I truely like about this card is that it has no activation cost aside of tapping it. I'll try and make something W/U control related, maybe with Trinisphere as an applicable target for the untapping; during my end step.

This card synergizes well with Master Transmuter. Tap Tine targeting Transmuter, effect on stack use Transmuter's effect and bounce Tine for an artifatty, Tine effect resolves untapping tapped Transmutter (If mana available, replay Tine), Pay another U, bounce another artifact for another artifatty. Still 3 stars as cost makes it only so-so, unless you have etherium sculptors. Outside of an artifact deck however i dont see tremendous usefullness for it.
