This is a very good counter spell, and the cost is fair. My favorite alternative to Dissipate, and makes Cancel seem ordinary. The art is good, too. I hope they put this into 10th, even if it means giving up Mana Leak.

Memory Lapse but a little more powerful with the option of choosing top or bottom of the library~ I love all counterspells that create card advantage... Cryptic Command, Memory Lapse, Lapse of Certainty, Remand, etc.
