Previous reviewer has the right idea. Use as a red counterspell of sorts. Hit by discard? Throw double discard back. Blue drawing cards? Steal twice as many draws. Also add cheap direct damage- shock equals 6 damage. Extended should see this with fork and twincast with cheapo instants, isochron, cynder pyromancer. Awesome. Better than all five of the commands in its place.

The only reason why I don't give this card a 5 is because it is four mana for the instant, usually I don't leave 4 mana available by the end of my turn, but deflect and fork all in one spell is a pretty intense ability, say someone tries to wreck your precious land, you wreck double, oh so nice.
