I can see this becoming a staple in Rise of the Eldrazi. The flavor of this card even references the Eye of Ugin.

So it's only purpose as far as I can see, is a sideboard burn card in case your opponent is running things like Story Circle or other pro red spells/abilities.

i think this card was just made for rain bow becuse blue has lots of counter target red card and thing like this and it is also relativly cheep in mana cost at least i think it is cheep for 3 damage to target creature or player

Unless your local metagame is wacked out, it's useless. Not many blue cards say "counter target red card." I wouldn't be surprised if there's a card like it, but apparently no one uses it. IF everyone is playing blue anti-red control then it's a great 4-of in your sideboard, otherwise...just use incinerate or rift bolt...
