This is a great card, if you have aunderworld dreams in play and if you cast Cerebral Vortex and a compulsive research you can deal 10 damage for 6 mana. Or even better cast 2 Cerebral Vortex and a compulsive research than you deal 19 damage for 9 mana it is just amazing

Cerebral is best used with Niv Mizzet and Izzet Chronarch or any other card that brings back instants. Have it do damage to the opponent, then have Mizzet deal damage and Chronarch bring it back to your hand. This is a good but bad way to beat the opponent. Use it only during the End Phase.
