i don't get it: counter spell is 2 mana and a comma, and it can block any spell. this one is useless against blue, costs more, and is uncommon...

Counter Spell is much better because it costs less and you can counter anything with it. But if you're out of counter spells you can use this.

Yeah, don't waste the deck space on this card. Counterspell and Cancel are both better, as they both cost less and can counter any spell.
