This is a rarity for a Sliver, particularly a common one, in that it's useful all by itself. It really shines in a Sliver deck, though. If there's one thing a multi-color Sliver deck is weak to, it's land destruction. If there's one thing that can cripple a Sliver deck, it's a combination of land destruction and cheap direct damage. (Crystalline Sliver can help with this, of course, but you have to get it out first.) A couple of Plated Slivers early on may well keep your Gemhides and other early Slivers alive, and that will keep the deck running even if all its lands are destroyed.
