Ehh... There are only a couple of builds that could actually use this beneficially. Using things like Mind Swords, Mindslicer, Volrath's Dungeon, Mind Bomb, etc. Volrath's Dungeon actually works like magic if you can maintain card advantage with something like Phyrexian Arena or *Bob(Dark Confidant). Then hideaway something like Decree of Pain. Kill would probably rely on Mindslicer, *bob, and The Rack most likely.
