How is this good for mill decks at all? It shuffles all graveyards back into their owner's libraries, totally ruining a mill decks strategy.

Its a pretty good card in the right situation, if you have a Ley Line of Anticipation out, you can fill your hand at the end of your opponents turn. Could draw exactly what you need to kill them on your next turn.

I don't think it should be mythic. It is good for mill decks since you get to get your spells back. Bojuka Bog-Jace the Mind Sculptor ultimate ability-Time reversal=1 hit K.O. I give 5 stars because i love the art and flavor text(their both really good).

Well if you assume the mill deck is using a Leyline of the Void to exile cards instead of burying them, then this card is great for a mill deck. Don't see why a mill deck wouldn't take a precaution like that, anyway.

With Consecrated Sphinx in play, opponant draws 7 cards, you draw 7 plus another 14! Make sure you've got Reliquary Tower out.

I have only found use of this card in EDH format. Otherwise I simply benefit my opponent more than myself as I refill their entire hand at my expense; now if I owned FoW and some other crazy control cards it might be worth it.
But, before I completely write this card off I will give it one more chance in my Tangle Wire. All things considered aswell it shouldn't have to be exiled when you play it, it's not THAT powerful unlike it's big brother Time Spiral from Urza's Saga, I think it should have atleast been Instant and cost 6cmc
