Staggershock is nothing less than amazing. At the exact same manacost as Char, it gives 4 damage (divided in chunks of 2 to any targets) without burning yourself! This allows you to kill two creatures with 1 spell, or divide the damage between the creature and player.
Now, Staggershock has one critical point that makes it weaker than Char - it doesn't deal all of its damage at the same time. That way, Staggershock isn't able to kill creatures with a toughness of 4, as opposed to Char. However, since the Rebound Mechanic is able to trigger Balefire Liege's damaging ability twice, Staggershock can in some situations be a lot better than Char.
Which is better? it all depends on the situation - if you're being attacked by medium-large sized creatures, Char is always the best bet. But if you find yourself playing against decks with smaller sizes creatures or creatures like Ball Lightning, Staggershock beats Char by a mile.
Definately a good card, either as a sideboard option to Char, or as maindeck with Char in sideboard. Also seems quite good in standart, with the rebound mechanic making you able to quickly deal 5 damage to a creature or player combined with Lightning Bolt - example: blast a player for 2, then during your next upkeep, burn his Baneslayer for 2 and cast a Lightning Bolt to finish it?
