Basically, a Damnation that costs an additional 4 to draw a card for each creature destroyed. If that last part had been a kicker attachment, then Decree of Pain would have been extremely broken, but since you need to pay the whole thing at once no matter what, it suddenly becomes too expensive in many decks compared to Damnation. However if you manage to cast Decree of Pain while your opponent has many creatures on the battlefield, you end up gaining insane amounts of card advantage. Notice that you don't really lose any card advantage by casting Decree of Pain, as it turns your own destroyed creatures into card drawing, thus softening the blow on yourself a lot.
