Very impressive when played with One Dozen Eyes, or any spell or ability which creates many creatures. Also fun to use with a mainly creature deck, and very effective with a green/red deck. Wrath of God and Damnation are the only main problems when you play this.

for the mana cost it is a good card. especially with mana excellerators to pump a bunch of creatures then use the decree and bam! your creatures are huge! i am a very experienced player and i play a type one skullclamp deck (monogreen). it is a killer because i can draw all the mana i need and pump out plenty of creature with stuff like verdant force. or i just pump my silhana ledgewalkers and attack. overall for the mana, if you use it right ,anybody can break this card if you know how to use it right. yes overrun gives you trample but you can use this in respone instead of letting your opponents prepare themselves.

Extremely fun when used with ambush commander... all your forests become 5/5 creatures that are still lands

high mana cost for a great effect... sure overrun is good, but the fact that the decree lasts until the end of the game makes up for the lack of trample.

Horrible for the mana cost. what good is 4+/4+ if you dont even get trample? they can just block your now 10/10's or so on with lousy 1/1's. The greater alternative is to get Overrun. Now THAT is a game turner card. 3+/3+ AND trample for 5 mana. i see no reason for this card when overruns are around.
