If you take a closer look, you will notice that you don't just get to look at your top 3 cards, you can re-arrange the order. This is WAY better than just getting to look at them.

This has become exceedingly useful in Landfall decks. Combined with Oracle of Mul Daya, Mul Daya Channelers, and/or Lotus Cobra things get out of hand quickly.

First time to see this card and it is quite good. 1 mana for peaking at the top 3 cards of your library. the drawback is that it doesnt let you decide where to put any of the 3 cards, to the bottom of your library or into your graveyard. Still i would play it for its card vision advantage.
