It's not as bad as it looks, meaning it's not just for decks that require it to do some fancy colour trick. It's a cheap blue instant - with buyback it still costs only 3. So I'd use it with Fable of Wolf and Owl. I'd change the Green on the Fable to Blue, and get a Bird for doing it.
