While it isn't the strongest tutor, it's really cheap (price-wise). I don't care about the card disadvantage it generates, since I often play it at my opponent's EoT and proceed to win the turn after.
It's not for all decks, but is still pretty strong, overall.

You do lose in card economy, but if you know what you're doing it can easily be worth it to achieve threshold and obtain devastating card combinations. I recommend getting some good defense out in the early turns to see you through the draught, then come back swinging when you achieve instant threshold. If you can accelerate your drawing with something like Necopotence/Necrologia/Yawgmoth's Bargain, you're set.

OK card, you get what you want BUT on TOP OF YOUR LIBRARY- you lose a tremendous CARD AVANTAGE.
