I think when he says bounce, he means a la Unsummon or the like. Also, this card is mean...

False, bouncing doesn't work since you can't pay kicker cost. Still amazing, 5 stars. Also, targets player not creatures, so can get rid of annoying pro black garb. Also can be used to sack your own Abyssal Persecutor when the deed is done.
