In my blue/green landfall deck, i can get this out by turn 5 or 6, then by the next turn i can lock all their lands, preventing counters for the next couple turns. Also to top it all off this is an 8/8, which makes it very hard to burn. all in all a very useful/ powerful card that should be in every deck with some good mana ramp.

this can be used awesomely with a royal assassin or any card that the ability, "Enchanted/equipped/target creature doesn't untap during it's owner's next untap step", like a paralyzing grasp or an eon hub. an even better scenario would be during a planechase game with an eon fog somewhere in your planar deck.

I only run this guy in my EDH, since in most cases I tend to either win or lose between turn 4-7 anyway. If his ability read instead " Whenever 'this' attacks, you may pay UP TO {8}. If you do, tap permanents equal to the mana spent on this ability. etc etc" this would easily be a 5 Star card.
