If you're running a Destiny Hero deck with Clock Tower Prison, it's not bad to have, just remember that Dreadmaster isn't going to be the card that wins you duels in that deck (it might be helpful, but not as good as Destiny End Dragoon or Destiny Hero Plasma). It's good to have if your opponent gets rid of your field spell as a little 'reward', but don't rely on it as a strategy.
