This card in a Spellcaster's Village deck that also runs Royal Decree(s) can pretty much lock your opponent down from doing anything except summoning one monster (2 copies of Ground Collapse), or none at all (3 copies).
Its biggest problem though, is that it takes up S/T space which you can be using for other, probably more situation fitting cards, and its only truly effective has few (few as in one), or no monsters on the field.
