shink is way better than Riryoku. because Riryoku isn't a quick play. therefore you can only use it on your turn. while shrink is playable on your turn as well as your opponents.

Riryoku is a better card because it halves the attack of one monster and then adds it to the attack of one of your monsters, dealing much more damage. Plus, a secret rare version of riryoku is cheap.

Any excellent price, right now (as I'm looking) it's sold out. That's too bad becuase it's by far the best deal out there for this card.
Shrink serves many purposes, both for offense and defense. Players with low-attack monsters can easily suprise an opponent with this. All players can benift from a full set of these in their decks.
